Why exactly do you try ctrl+shift+= again?
Windows has the ability to use different keyboard layouts per application. You should double check that it’s not changing when you switch to Krita. And check for the caps-lock key too.
I wanted to set two of my tablet buttons to zoom in and out.
Zooming in is normally ctrl++ and out is ctrl+-
