No you don’t have to uninstall, and yes you can. For that you need to copy Krita’s resource folder and at least the file “kritarc” from your old to your new computer, if the files mentioned below exist you should copy them too “karboncalligraphyrc, klanguageoverridesrc, kritarc.backup, krita-scripterrc, kritashortcutsrc”, not every one needs to be present, they might be.
The mentioned files can be found in the path “c:\Users\YOUR WINDOWS USERNAME\AppData\Local\”, the resource folder is in the path “c:\Users\YOUR WINDOWS USERNAME\AppData\Roaming\krita\”, you have to replace “YOUR WINDOWS USERNAME” with your Windows username.
If you can’t find the path, you have to activate the display of hidden files and folders, a description can be found here. If you have installed plugins, then also copy the directory “krita” from the “local” path to the new PC.

Edit: What I forgot to say, but should go without saying, is that you must of course restore the files and folders to the same paths on the new PC.
