For 1 there will be the New tool for Comic Panels ("Knife Tool") - asking for feedback (already available in the pre-alpha build, I believe)
For 3 there is the Comic Manager docker.
I’m not sure why 2 needs a tool or how it should work, perhaps you can elaborate?
The idea of having premade project templates is a good idea but there are gazillion of ways of how to set them up since every artist seems to have their own preferred way of doing it (especially for webcomics). Which templates should be included? Everyone can make and share their own, you will even find some in Resources here on the forum if you look for it. This really needs to be narrowed down to a few common ones, first.
