If I remember correctly, there was a plugin mentioned somewhere on this forum that will export all (or maybe selected) non-animated image layers to a sequence of image files.
I think it might be this one:

I thought about trying it some time ago but never got around to it.
If it’s still available and you can get it working, you can export all the layer images to a sequence of image files that can then be brought in as an animation with
File -> Import Animation Frames.
That would require that the image filenames have a suitable numerical sequence so they are imported in the correct order.
If not then you’ll be stuck with doing the manual conversion and frame dragging method, for all 63 layers
