There is not need for pulling the git repository for Krita unless you want to compile the translations yourself. Translations as of today do not reside in the Krita repository.
I strongly advice you to just mail the vietnamese team as you can see it has krita translations already in place. They will guide you better as each translataion team has its own way of doing things.
