That depends on how you want to achieve them. You can use brushes made for painting clouds, like these:

Or you can try flat brushes with varying degrees of reduced opacity and feel your way around, whether round, square or elongated is more a question of preference. But it is all a question of practice, as always there are no shortcuts.
