That depends on how you want to achieve them. You can use brushes made for painting clouds, like these:

[Paolo Puggioni - Krita Cloud Brushes](https://krita-artists.org/t/paolo-puggioni-krita-cloud-brushes/64799/5)

[FizzyFlower’s “ESSENTIAL” Brushset VERSION 2 star with 400+ Brushes ((Cloud, Paint, Hair, Fur, FX, Foilage, Trees, Leaves, Texture, Smudge, and more!)](https://krita-artists.org/t/fizzyflowers-essential-brushset-version-2-with-400-brushes-cloud-paint-hair-fur-fx-foilage-trees-leaves-texture-smudge-and-more/38580/74)

[Basic cloud brushes](https://krita-artists.org/t/basic-cloud-brushes/66120/18)

[Cloud Pack - Ramadan 2024](https://krita-artists.org/t/cloud-pack-ramadan-2024/88335/3)

Or you can try flat brushes with varying degrees of reduced opacity and feel your way around, whether round, square or elongated is more a question of preference. But it is all a question of practice, as always there are no shortcuts.
