In the directory where the Crashlog was located, i.e. “c:\Users\YOUR WINDOWS USERNAME\AppData\Local\”, is also the file kritarc (it has no filename-extension) the file is not in a subfolder but directly in this directory AND it must exist, because Krita will recreate it on startup if it does not exist.
If you move this file, with Krita not running, from there to any directory and then start Krita, it is likely that the menu items will work again.
You can do this safely as described above.
If you can’t find the path, you have to enable the display of hidden files and folders, a description can be found here..
But since you found the Crashlog, you should be able to reach it anyway.
