It’s not about krita being optimised for anything in particular. It expects to receive tablet/stylus signals in one of two formats, either Wintab or Windows Ink. So krita must be set to whatever your tablet is providing and your laptop+stylus needs to be providing signals according to that setting.
There do seem to be some wrinkles along the way, especially with 2-in-1 laptops.

This is not the same problem as yours but it shows the complications that can happen.
With your Inspiron, can you go to Settings → Devices → Pen and Windows Ink, then see what can be altered or adjusted in an attempt to get it talking ‘properly’ to krita?
If you do make changes then it’s possible that it won’t work properly with other applications that it seems to work with now.
