You don’t have the image open. After you create an image or open an exisiting image. you can add fill layer to the document. Then you can view its properties.
even when i have an image open it doesn’t work, unless there’s something missing?

You want to add pattern to brush preset area? The Seexpr patterns are not in the brush editor. They can’t be added there.

You can use the fill layer to add a pattern which will resemble under water texture.

Yes, you can e.g. convert to a paint layer and do whatever you want with it. Or go to Layer > new, select ‘new layer from visible’ to create a new paint layer.
