I think so as well, but it is marked as a bug in the tracker, so I mentioned it.
But I could also understand a user who would argue, it is a bug, if the software allows shortcut settings which conflict with each other.
There is nothing to think, it is declared from the outset as a wish:
You have to select this when creating your report, that is the reason why there is no version nor an OS named where this “bug” occurs.
