All your points about the website are valid, and as @Michelist mentioned, a brand new website is on its way. Happily, the dev team spends more time on developing Krita than they do the website.
To get a sense of how much development is taking place on the app, here is a recent release notes document from the website – release notes for 5.2 – that was released in October (and we’ve already received 5.2.1 and 5.2.2 since then). You don’t have to read the whole thing, just scroll through to get an overview of the weekly development activities that are always happening on Krita.
