How to add vector into the vector library?

I’m trying to make speech bubbles for my comics, but I don’t know how to make one and insert them into the vector library. Any suggestions?

Make your own Vector Library the sneaky way

To make nice sophisticated vector libraries, you should use Inkscape (or similar applications) and spend time learning how to do it. However, you can make your own vector libraries by hand crafting .svg code like a rugged pioneer/explorer.
