When set to Erase Mode and using the What to Fill: Contiguous Region … option, the tool does not erase, it fills with the selected colour.

Edit:Add: I’ve just tried the July 01 5.2.0-prealpha appimage and that has the same behaviour.

It should work. But with certain combination of options the fast mode is used and maybe that’s the issue. Which options are you using?
I had Spread set to 100% which I think is the default value and the red area was then filled with green.
If I set Spread to 99% or less then it did erase and erased for all lower values of Spread:
