When I export my animation as a PNG sequence, all the images appear the way they did in Krita. But when I export it as an MPEG or MKV video, it’s completely washed out. Brightness, contrast, and saturation are lost.

Working from possibly faulty memory, I think this has something to do with the options for image sequence export as .png.
If you go to File -> Render Animation then have Image Sequence or Both selected, the ‘File format’ box has a ‘…’ drop down list for the .png options.
These options are remembered for Video output, since video output uses a temporary .png output file sequence as an input feed to ffmpeg.
Look in that .png options window and if anythig is ticked, try unticking it before rendering out with the Video option.
(This is where my memory is very hazy and someone else, e.g. @tiar is sure to know more about that particular area.)
Either way, can you post a screenshot image of that .png options box before you try making any changes to it. That may be useful information.
It’s most probably because of HDR settings for either PNG sequence or for the video. You need to render as Both and make sure that options for PNG images are with HDR option unchecked and then you need to check Video options and make sure HDR is unchecked there, too.
