The error reported there states that your version of Krita is too old for this plugin to work. Unfortunately, you did not tell us which operating system you are using, and you forgot to name your version of Krita, we need both of these to help you further.
Your version of Krita can be found in Krita, in the menu “Help” under “About Krita”, there it is written in the picture’s upper right corner.
Regarding your screenshot, an update of Krita to the current version should theoretically fix your issue.

If you are using a tablet, you have to search it in the Play Store.
The functionality of that plugin was incorporated into the application a long time ago.
You import videos with File → Import video animation.
The video is fully decompressed and rendered as fully painted frames. As such, a large frame size and a long duration can lead to a lot of RAM being used.
.mp4 and .apng can be imported. I think that animated .gif and .webp and .webm can be imported too, you can find out by trying them.
Oh sorry. i’m using the latest Krita version, which is 5.1.5.
My operating system is Windows 11. I tested it with Krita 4.2.0 and
it worked with that. With Krita 5.1.5 it did not work.
I’ve already tested importing gifs and it works great in Krita. But importing very large videos can be problematic as Ahab said: in that case it’s better to cut the chosen part with a video editor…
