Yes, every main category has a short description about its dedication, and additionally you will find a description-topic in every category, these are named after the following scheme: About the XYZ category, for instance, About the Development news category, which will help you to reduce the amount of maintenance work needed to keep this forum tidy.

And now to animation plugins. The only plugin, helpful for animation, that is known to me, is Project Pages plugin, but there may be more.
Other useful plugins? There are too many to name them, but what I always install, with every new Krita I set up, is Touchify and this replaces the KanvasBuddy and Krita UI-Redesign plugins, which I used to install before Touchify was available. Touchify also includes the Summon Docker, CoolBox 1.0, a Blender like toolbox for Krita, ToolKit 1.0.1, Compact Brush Toggler and Plugin - Reference Tabs Docker plugins, as well as the “krita-vaporjem-tweaks” from the creator of Touchify, so you can now call it a kind of Swiss army knife for Krita without exaggerating.
