You’re not crazy, as much as many users here will try to make you think you are. Krita has a significantly large pen delay that Krita purists will refuse to acknowledge turns away new users, or even exists in the first place, but it can be fixed. I abhor brush latency and managed to fix it or at least lessen it on my system back when I was on Windows.
In the Nvidia control panel, go to 3d settings and add Krita as a program if it’s not there. In the settings, there is a setting for ‘triple buffering’, make sure it is forced off. There is also a setting for “vertical sync”, make sure that is either ‘off’ for best latency or ‘fast’ for okay latency but no tearing.
Krita will, even when drawing, regularly spit out 100-400fps. How it manages to feel so delayed and jittery all the time compared to every other program is something I have researched significantly.
