I use Huawei tablet and trying to do animation with rotoscoping but I don’t know if we can import video to Krita and if we can, how to. Please tell me if you know how.

No, it is not currently possible to import or export video on Android. The feature exists in Krita, but the Android operating system is too limited for it to work. It would need to be rewritten from scratch to make it work there, which hasn’t happened.
If you can use a computer instead, you can create a KRA file via File → Import Video Animation and then send that to your Android device. Same for exporting the video.
