I changed the shortcut from M to 5, but the canvas doesn’t flip horizontally like it should. It only works if I left click while holding the 5 key, otherwise it just says “rotation 0”. I’m not sure what I’m doing wrong.

The ‘5’ key is set up to reset canvas rotation. This is done in Settings → Configure Krita → Canvas Input Settings → Rotate Canvas group.
These are separate from and independent of the Keyboard Shortcuts.
Sadly, if you create a keyboard shortcut that clashes with a canvas input setting, you are not given a warning.
You have to check the canvas input settings in case that keyboard shortcut is already in use there.
You can delete the canvas input setting, ‘5’ = Reset Canvas Rotation, if you’re very keen on using ‘5’ as a keyboard shortcut but it does seem like a useful thing to have.
I suggest that you choose a different key or key combination for the Mirror shortcut.
