I’m sure that transient white circle is a Windows indicator thing to tell you that you’ve touched the tablet. I find it annoying and I try to ignore it
Someone who knows more about it may be able to explain it better.
Is the painting and general performance affected in any way if you ignore the annoying white circle?
Hello! Yes that’s a widnows thing! Im not sure when or why it shows up, as i only encountered it almost randomly at times 
It can be turned off through control panel → ink and touch
