What smudge/blur brush can pull this off?

i was watching inmau on twitch at 3hours 06min to like 3:11 mins he shows a technique he uses where he uses a blursculpt brush a lot. in Krita i cant seem to find a brush quit like it. it also seems to grow the area at the same time.
