Description of the issue (you can include screenshots):
When I want to use the Color Picker Tool (P), I got the error message as can seen in the printscreen.
After I changed ownership of the concept-cookie.gpl to my user account and gained through this full acess permisson it worked as intended.
Update 22:25: I forgot to mention that I had to change the permission of all files of course in:
C:\Program Files\Krita (x64)\share\krita\palettes
to get all modes of the picker working (concept-cookie, gradient, default…)

Instead you should’ve just created your own new palette and write colors to that one (or just not write to any palette). You cannot edit default palettes (well, unless you edit the permissions ).
When you update your installation (or use a portable .zip), you won’t have those permission-modified palettes available to you.
(You may not even have them at the next restart of krita.)
You can copy the ones you want to your personal resources folder and rename them to my-cookie, my-gradient, etc.
