The layer called ‘test’ is not static. It is animated as can be seen from the small icon to the left of its name in the Layers docker.
When you put content onto frame-1, that content is ‘held’ for all future frames and that is indicated by a horizontal blue line along the centre of the Timeline for that layer. Those are called Hold Frames because they ‘hold’ the content of the previous keyframe.
You can see that Paint Layer 1 has a similar blue line from frame-4 onwards.
For the ‘test’ layer, if you don’t want the content of frame-1 to be held into the future, click on frame-2 to select it then do right-click → Create Blank Frame.
That will stop the repetition (holding) of frame-1 along the Timeline.
