Please if someone can tell me if the fill color still working in krita 4.4 or just for me showing up this problem?
I am on linux, KDE Neon

The Fill Tool is working for me in the 4.4.1 appimage.
In what way isn’t it working for you?
I select the tool and don’t fill anything. if I use shortcuts for Back/For/ fill color, also not work. Just make a simple refresh. 
OK. I find my problem. If I am in brush with eraser, the shortcut and the fill layer tool actually delete. It is silly thing but I think this is not the good way. Maybe to make the fill tool not use this feature with the brush eraser would be more intuitive.

I had made a wish bug / feature request to separate the blending mode state for fill tool and the brush tool here - https://bugs.kde.org/show_bug.cgi?id=414002 you can subscribe to it.
Regarding Fill layer it should not be affected by the blending mode of the brush.

The way it is affected actually makes sense if you think about it how the options are shared amount tools. At least to me.
If you think ok, but for me the tools should do what they do, not depending on other things. And one more, if you want to use the tool, you have to do extra click/action to change the tool to doing what suppose to do. The tool, it is fill layer not delete layer. But this is my small opinion

Well Krita is modular which allows much more practicality.
the tools are just a way to apply the current draw settings. the same settings are used per example in the brush tool, straight line, square, circle, multi brush and also fill.
This allows you to use any tool with the mode you want and not have that tool hindered because it needs more UI and settings to match the others. This is what allows you use E as a toggle instead of 2 tools per example.
To me this modularity is kindda genius in a painting program and should not be compromised. Even more when you could just learn the workflow properly and implement the correct habit to use inside this program instead of forcing a system that affects everything from the inside and probably break it apart.
To me this should be like a option/setting for the tool and not a change to the system.
My view to what you should aim for then comes in two flavours:
- making a feature request and hope someone make something like a check so Fill only does something like you expect every time
- you try to implement it yourself by making a change on Krita itself or an addon, however I think it might have to be on krita itself… probably.
I started with coding from literally zero (never coded in my life nor knew any program language) because of the hsv color docker started to bug out and was removed, so I set out to make my own. Krita is open for change unlike other programs out there and is something if you REALLY want it it can be done.
My Gosh I cant believe this was reported as a Bug XD but I guess I have reported more stupid stuff before but still funny.
