I usually do this:

Contour and color the leg, leaving everything in separate layers;

I choose the Fineliner brush with 2 pixels. I create an ellipse on a new layer;

I duplicate the ellipse layer. Move this copy 10 pixels to the right by holding the Shift keys and pressing the Right directional arrow key once and down 10 pixels while holding the Shift keys and pressing the Down directional arrow key once. I combine the copy layer with the original;

I repeat the previous step, with this difference: instead of pressing each directional key once, I press it twice;

That is, each time I redo this step, I double the number of times: so, next time, it will be four times, then eight… by doing this I quickly get several copies of the ellipse evenly spaced;

From there, just position it on top of the leg. if necessary, you can rotate a little and make more duplicates and, of course, mirror copies so that the sock threads are crossed.

With the wires positioned, you place transparency masks;
