I thinks not. Refactoring a recently refactored system would be a significant burden for a small team, and not everyone enjoys revisiting old code. Therefore, I suggest extending the existing feature without breaking it

I’ve had the same gripes about Krita’s brush management, all the other programs have much more elegant solutions. I made a Krita plugin that tries to address the mentioned pain points of brush organization. Sharing it here in hopes it helps anyone in this thread:
