Freehand selection tool screen movement

hello.
I would like to enclose ABC like this image, but I would like to know how to enclose something outside the screen.
I pressed the spacebar while using freehand, but I couldn’t move the screen.

When you’re using the Freehand Selection tool, if you move the cursor to the edge of the workspace then the canvas will pan for you. That can get quite fast and probably result in an untidy selection.
The rough edges of an untidy selection can be ‘cleaned’ by using the selection tool with Action:Subtact or Action:Add in the Tool Options docker, for adding/subtracting parts of the selection.

If you use the Polygonal Selection tool then you can use the Space key for panning because that selection tool doesn’t use continuous cursor movement to define a selection outline.

I’m not sure I understand you.
Do you want to get something that is currently outside the canvas onto the canvas, maybe move it there? Maybe enlarge the canvas so that this outside part also appears on the canvas?
Or do you want to move the “ABC” outside the canvas, but still keep it as belonging to the picture? Or do you want something else different from it?

You can also choose “add” mode in Tool Option, so the selection will just add a new one when you draw a new selection, without dropping the old one.

I haven’t done this in a while but I think you have to keep dragging outside the screen or something like that. If you keep adding to the selection with shift is better and safer.
