I know how to actually resize a layer to make it bigger or smaller but it doesn’t keep the dimensions and if you size it wrong it stretches the stuff on the layer.
I have a WIP I’m working on and I’m using one layer for all the lineart but I’ve realized that my entire art (the lineart) is way too big for the purposes i need. but resizing it will make it stretch and I’m not sure how to size it so that the dimensions of the original stay the sam while the image is smaller (so nothing gets wonky or out of shape)
help?

I think you mean that the ‘aspect ratio’ is changed.
If you do Layer → Transform → Scale Layer to new Size, that has an option box for ‘Constrain proportions’ that you can set to avoid the aspect ratio changing.
If you use the Transform tool to resize the lineart image, then in the Tool Options docker you can select Scale for the properties display and lock the Width and Height together to prevent the aspect ratio from changing when you grab and drag the corner handles of the lineart image.
You can get the same thing by pressing and holding the Shift key while you do that but locking Width and Height in the Tool Options docker means that you won’t have the problem of accidentally letting go of the Shift Key.
