Is there a way to assign zoom in and out to mouse wheel?
That should be the default behavior already.
Which version of krita are you using and where did you get it from?
Which operating system are you using?
It is the default behaviour.
It’s defined in Settings → Configure Krita → Canvas Input Settings → Zoom Canvas
with Type: Mouse Wheel, Input: Mouse Wheel Up/Down, Action: Zoom In/Out.
So why isn’t your mouse wheel causing that to happen?
Have you made any changes to the Canvas Input Settings?
Do you have any installed/running utility that remaps the keyboard/mouse for whatever purpose?
Do you have an ‘ordinary’ mouse or do you have one of those fancy gaming or multifunction mouse things that has its own driver?

It works now.
No idea why it didn’t work the last time
Most probably because you did it different, without remembering what you did different. Probably you unconsciously used a modifier-key that you need in other programs to zoom in and out.
