Disclaimer: i am not an artist but have a freelancer doing work for me. The artist uses photoshop.
If I open the file is photoshop, i see a timeline and each frame shows a different layer. The file defaults to frame 4. Only one layer looks good on frame 4. The timeline does not seem to be seen by Krita. I really hope this makes sense.
I am hoping to have that same functionality when i open the file in Krita.
PSD files are partially supported because PSD file format is a proprietary format for which specifications are not open.
There’s a small documentation provided by Adobe, by just take a look about animation and timeline keywords and you’ll just found the ID of a block. Nothing about internal structure of block.

If you want to work on an animated PSD file, I’m afraid you have to buy a Photoshop license.
Maybe firealpaca or gimp can open these PSD files, but not sure…
Or ask the artist to provide document in another file format.
If you don’t need all PSD layers, just final animation frames, it should be possible to export from photoshop (PNG sequences, WEBP or WEBM, …)
Photopea or some Affinity software might be able to read it since I think they bought specification from Adobe and are trying to support it completely.
