does making a brush like this include coding?
Why should that be? As you can see, all settings of this brush are solely based on its settings.

It uses a Masked Brush with the Brush Tip set to Subtract blending mode.
That’s a neat trick and you can do cool fun stuff with it:

Well, the real tricky part is that my brush keeps the width of edge constant when the size increases(I mean increase size by pressure while drawing, the edge gets wider if you press “]”). If you just put a smaller tip on the top with subtract blending mode and same pressure line, it would look like the upper line in the picture below.

Any color, like how shape tools can be filled in
For more complex situations like that, I suggest to use a desired brush (usually hard-edge round brush), and use Layer Styles with Stroke. The only downside is that you can’t overlap strokes, they would merge into the same shape and the lines would disappear. However, you can duplicate the layer, clear it, and continue there.
