Unfortunately 5.2.1 seems to have introduced a regression where the masked brush flow option (and masked opacity option) is not enabled anymore, that’s the cause of that behavior. It should be reported as a bug. You can work around it by enabling the option and saving a new copy of the brush.
Edit: The bug has since been reported and is now fixed in the nightly stable and unstable builds.
