Is it possible to alter the contrast of the slider on the scrollbars?

if I’m understanding it correctly, the scripter needs the full text of the quoted bit from Changing the color of scroll bars - #2 by freyalupen

but the stylesheet loader plugin only wants the bit quoted by @freyalupen above
