Not literally a law, but to be taken very seriously. I see the accusation of “same-face” thrown around a lot, often I think used as a buzzword while still having valid merit as criticism. But what can I do to stop worrying if two characters have even an ounce of similarity between the two? Because it’s a bit difficult to practice cartoon right now.
More than a law as the name says it is a syndrome, I suppose it is because as we constantly repeat some things the characters we draw start to have the same face, that is not bad if it does not bother you, but if you want to avoid it you just have to be aware and change a little of the things to give a personal identity to each character.

You can study people’s faces: what makes each individual look different? Could be eye shape, nose width/length, lip fullness or thinness, face shape (long, short, heart shape, or round), skin tones, even ear height/width … Things like that.
