Is there a quick way to copy & paste an image many times to make it tiles?

I would probably save the tile, import it as a pattern and use it as a fill layer. Works on any size. Probably takes a minute to set up if you never done it, or just a few seconds.

I Have an issue using Wrap around mode

As Tiar already mentioned what you do with a wrap around mode is to help create a seamless tile for a pattern. You have to actually use the tile on a canvas that is bigger than the tile (otherwise there is no room to wrap stuff around). Here is a quick guide I just made, hope you will understand.
