Is there any way to insert an img as a vector layer in a kra doc?
Are there any available features like this?

Only if it’s already in SVG format. If it isn’t a vector format already, it also won’t insert as a vector.
Inkscape will embed a .jpg or .png image in a .svg file but that is not supported by krita.
If you import such a .svg file into krita then the content box is there in but it is empty of content.
You can copy-paste .svg objects between krita and Inkscape easily so you could use Inkscape for final composition involving non-vector images in a .svg document.
