I think most of time, users want it off.
That’s a really specific options mostly useful for people using Krita for pixel art or precise pixel related things.
I think by default, all snap options should be off, let the user activate/deactivate them when they need it.

I only just noticed this after using the transform tool ‘improperly’ for a couple years.
I use a keypad with hotkeys exclusively to navigate Krita, so I have limited space for keybindings. To optimize the workflow, I use ctrl+t bound to a button to move sketches around the canvas, as well as do more advanced distortions. I thought nothing of this, until one day I noticed that this actually blurred my sketches if done too much. I noticed that sketches I had moved around the page a lot had ended …
What you encountered seems to be a bug.

Please report on bugs.kde.org . I guess it might be still closed as “Intentional” since it works with Fast but maybe it wasn’t intended.
But I’m not sure a bug has been created, can’t found it in bug tracker.
