Concerning PDF format, i’m not sure there’s an official one.
But as indicated on documention page you can download documentation as EPUB.
Most PDF readers I know (except may be the Adobe one, I don’t know…) can read EPUB as well as PDF.
In the worst case, if you really want a PDF, just convert EPUB document as PDF.

Ah, Krita software is published under GNU GPL v3 license.
The GNU Free Documentation License is dedicated for documentation as GNU GPL is more dedicated to source code than documentation ![]()
