I recently successfully downloaded the Krita Installer and Portable version on my Surface Pro, however when I try to run the program it says that the app is unable to run on my system and I should contact the publisher for a version that works.

You will have to tell us which Surface Pro exactly, but I will go ahead of myself here and say that is a model with an ARM processor, like the Surface Pro X.
If yes, then this compatibility issue is an old headache for its buyers.
However, this Windows for ARM has a compatibility layer for 32-bit apps, so you can try the last 32-bit Krita released: Krita 4.4.3
Note that this is an old version from 03/2021. So no new features or bug fixes.
