There has been a recent development in the last few days when I noticed that when I right click on a layer for options (like copy a layer and such) a Layer Properties window pop up instead. I have to right click it repeatedly til I get the window I wanted. Is there a way to fix that?

I’ve changed the category of your topic to a more appropriate one.
Is your Layers docker positioned such that the right-click options window opens with the Properties option directly over the layer that you did a right-click on?
If it is then an accidental double right-click, as may be caused by a dirty mouse button, will open the Layer Properties window.
Have you assigned any keyboard shortcut to the Layers Properties?
Do you right click with your mouse or the stylus? I had a similar issue for a long time with the stylus button, where I had to hold it for it to not happen.
Accidentally double right click due to dirty mouse causing the Properties option to open up seems to be the reason! Had to clean the mouse and that resolved the issue. Thanks for the tip!
