I’m not sure if we need to do anything organized. As you said, there aren’t that many anime artists on our forum, and even fewer at a professional skill level.
If promoting means more angry posts such as “why feature X doesn’t work like in CSP”, then maybe it’s better to not promote

My own plan is to just keep using Krita, improve my skill, and eventually promote Krita that way by showing my artworks. But for this to convince people, the art really has to be at a sufficiently high quality level, and that’s still a long road ahead for me 
So I don’t worry about it too much right now.
You have some really good ideas. Why not share your enthusiasm for Krita with Anime artists who are not happy with the painting app they are currently using? Or maybe you could share Krita with Anime artists who are worried about the cost of their painting app?
