Welcome to the Krita-Artists-Quiz!
It’s always nice when topic creators describe their wishes in as few words as possible, and if it’s somehow feasible, do it in a way that allows at least two interpretations, and also don’t comment on whether the given answers go in the right direction, their wish is fulfilled, or their problem has been solved by given answers.
@SchrodingerCat, in principle @Grum999’s answer goes in the right direction, that element presented by you is not a toolbar but the toolbox of Krita which is placed in a sidebar.
But as long as the OP doesn’t specify the quiz question, or name the winner of the jackpot, we’re poking around in the fog, and at best just happen to hit the right answer.

I think that (and much of the UI) is done using standard elements and behaviours from the Qt library.
