Sorry, I forgot to answer your question.
You can post links to YouTube, and you can post videos in the forum, but the video can’t be larger than 3 MB, plus there are restrictions for newly registered users to fight against spambots and trolls, but if you choose A-GIF or A-PNG, your video should be accepted even with those restrictions, and, but I’m not as sure about that as A-PNG and A-GIF, probably WEBM could work too.

Try uploading the video (if it’s less than 3MB file size) to see what happens.
If you’re restricted at the moment, those restrictions will be lifted as you use the forum more and more.
Try posting a link to the YouTube video if you can’t upload the video file.
We’ll see what happens
