I have the light bulb on, I have it on another layer than the background layer, I have onion skin on. It might be a rasterized layer but I don’t know how to check that.

Which version of krita are you using and which operating system?
In the Layers docker, the type icon for the layer is ‘Paint Layer’ and you do have isolated black paint on a transparent layer, so that’s ok.
Looking at your screenshots I can’t see anything wrong with it. In the Onion Skins docker, you’ve turned on every available onion skin but that’s not a problem.
Can you make a simple new document with just one paint layer and three or four frames with painted lines, just to reduce the complexity of the situation, and see what happens with that?
