Anyway I did check the actions list and I did not see anything related to it, unless it has a different name or it was added in the latest versions I don’t think it’s possible to add this through a python script unless you build it on your own.
I’d advice you to use the Pigmento.O and/or KanvasBuddy - a Minimalist Toolbar if it has the said functionality (kanvas buddy works in fullscreen mode, not sure about Pigment.O).
Sry I don’t think I can do more, I’m not going to add the entire color picker like this on my own, though it’s possible to add it, the pie menu plugin is ready for such additions and it’s made as simple as possible (hopefully) for someone to add their own custom functionality so maybe if someone else extends the code, or so but unfortunately it’s a bit too much work for me and out of the scope of this plugin.
Just to be clear, there’s color selector itself, that’s already available in the pie menu actions list.
