Finished this one a few weeks back. The art was created in Krita, with animation/compositing done in Blender.
Blender and the Eevee render engine is quite capable of taking your illustrations and turning them into simple animations with depth.( As long as the different elements of the image are kept as different layers. ) Their can be some artifact issues with the blend modes in Blender Eevee. But I found it quite effective and not badly noticeable.
