I was wondering if Krita’s functionality and performance is relatively the same on Windows and Android. I am asking this, because I am looking to buy Microsoft Surface Pro 9 (i7, 8 gb), which I will be mainly using for digital painting, but at the same time I don’t want to spend a ton of money if I can get relatively the same experience on an Android tablet, maybe Xiaomi Pad 6 (8 gb).

You will miss a few things, the plugins, for instance. Animations are possible, but currently, near the end, you’ll face the issue that you can not use FFmpeg and have to export to pics that you can stitch together with additional software, but if you are lucky FFmpeg will be implemented in Krita 5.2, another way would be to export the *.KRA and render it on a PC.
And, it is a direct port of Krita for desktop, not much optimized for Android and ChromeOS, if you don’t want to use an additional Bluetooth-Keyboard accompanying your tablet (good ones cost about $20), you may miss the comfort keyboard-shortcuts offer.
But from all I’ve heard, those who use it are usually very happy with it. So, it’s your decision - get comfort or save bucks.
