It’s really nice, I’m weak for monochromatic art 
All the shades of blues make it very calming.
I don’t exactly know what your intention is with this since it’s a very stylized artwork but I feel though like the character gets completely lost in this busy background. I would maybe tone it down leaving the most contrasting colours within the character itself or make the character overall darker and background lighter so their silhouette stands out a little bit.
Other than that, it’s a very lovely piece
