You have successfully downloaded Krita 5.2.9, but when you open the software, it shows the following message:
“You don’t have any resource bundles enabled. There are no brush presets available. Please enable a bundle that has presets before continuing. If there are no bundles, please import a bundle before continuing.”
You can try if you can activate a bundle via the menu ‘‘Settings’’ >> ‘‘Manage Resource Libraries…’’ where theoretically should be a list of 4 bundles on the left of the opening dialog. From those bundles, you can select a bundle and activate it via the Activate-Button, but the bundle Krita_Artists_SeExpr_examples.bundle does not contain brushes, so you need to activate one of the bundles Krita_3_Default_Resources.bundle, Krita_4_Default_Resources.bundle or RGBA_brushes.bundle to enable a bundle holding brushes.
BUT, your description sounds as if Krita does not have access to its resource folder, so in case you do not see any bundles in the dialog I mentioned above, then we need a few things to know, to be able to help you further:

Hello, I tried what you said, but the software I installed doesn’t have the four resource bundles you mentioned. I’m using Windows 11 Pro, version 24H2, and I downloaded Krita from the official website.
After I reinstalled the Windows 11 23H2 version, I reinstalled the software and now the brush packs can be displayed normally. The software also feels smoother than before. Thank you for your timely response.
